Elena Stoian

Executive Director Biography

Elena Stoian is the Executive Director for Budget Adminstration & Operations where she directs the development and administration of the University budget.  Elena received a bachelor's degree in Accountancy and a Master's Degree in Science from Gheorghe Asachi University (a program overseas) and graduated from the University of California Business Institute of Santa Barbara program. Elena comes to SF State with more than 11 years of experience as an Administrative Business Officer at San Jose State. Overall, she has over 16 years of experience in administration, physical plant financial management, capital planning and construction, operational budgeting, financial modeling and forecasting, and ERP’s implementation. 

The Executive Director is committed to supporting the mission and strategic plan of the University by creating and disseminating quality information for planning, budgeting, management, and accountability.  The Budget Administration & Operations office works with academic and administrative units in the annual budgetary process, assessing ongoing budget planning issues, and establishing and monitoring controls over fund allocations.  The office provides support through analysis, forecasting, institutional research, and reporting.  The office is responsible for ensuring that campus budgetary policy and practice conform to Federal, State, and University regulations.
